The amount of tuition fees you pay will depend on whether you are classed as a Home or International student by the University. To this aim, you may be asked to complete a fee assessment form by the Admissions team and provide some documentary evidence before you commence your studies.
All our decisions follow UKCISA (UK Council for International Student Affairs) guidance which is based on UK law and government regulations. Our decision will always match that of the Student Loans Company.
Definitions of Home and International Students
The definitions on this page are only a very brief summary and there are a number of exceptions and conditions to the criteria listed.
For a full list of categories that would render a student eligible for Home fees, you can visit the relevant UKCISA webpage. UKCISA also have a handy online quiz you can take to help you figure out which category you may fit in based on your circumstances. You can find the quiz here.
HOME STUDENTS If you are a Home student, you would typically pay fees at the Home student rate. Home students include UK nationals, Irish nationals, people with Indefinite Leave to Remain, and those with status under the EU Settlement Scheme. Please note, in order to be classed a Home student for fee-paying purposes, you normally need to meet all of the following criteria on the first day of the first academic year of the course:
Temporary absence - If you have been absent from the UK in the three years before you start your course, you would only be considered ordinarily resident if you can prove you were still generally living and settled in the UK during that period aside from temporary or occasional absences:
There is no rule of thumb for what counts as a temporary absence. Decisions are made on an individual basis. For guidance, refer to this page of the UKCISA website. |

EU STUDENTS - REGISTERING BEFORE 1 AUGUST 2021 If you are an EU national and started your studies on or before 31 July 2021, you would be classed as a Home fee-paying student for the duration of your studies. To be eligible via this route, you normally must:

INTERNATIONAL STUDENTS If you do not meet the above criteria, or fit into any of the UKCISA-defined categories that render a student eligible for Home fees, you will be classed an international student for fee-paying purposes. As of 1 August 2021, newly enrolling EU students who do not hold status under the EU Settlement Scheme also pay international tuition fees. If you think this may apply to you, please see the 'Fee Reassessment' section of this page below. |
As previously stated, the above is not an exhaustive list and instead a very simplified overview. There are in fact many different routes that can be taken and fee categories a student can fit into to be deemed eligible for Home fees. It is advisable that you consult the full list of categories on the UKCISA website to see where you may fit depending on your circumstances.
Remember that you need to meet all the criteria for any one category to be eligible for Home fees under that category.
Fee Reassessment
If you would like to query your fee category (i.e., whether you've been classed as a Home or Overseas student), or believe your circumstances have changed in such a way that may now render you eligible for Home fees despite previously being assessed as an Overseas fee payer, you can contact the Student Enrolment Team (sre@herts.ac.uk) in the first instance.
We will send you a fee assessment form to fill in to get some additional information about your personal circumstances.
- If you need to complete a fee assessment form you will receive a link to the form via email.
- You should complete the form and attach any required documents as soon as possible to avoid delays.
- We cannot conduct a fee assessment for you without receiving the completed form and requested documentation.
Please note that in busy periods our response times may be longer than usual.
